How long does it take for NPCs to put on reverse pickpocket items? Oblivion

Im using the ps3 version. I wanna put enchanted items on them so they fight better. >_< Or for practical reasons...... yay water walking :D.

i put 0 weight hoods with fire damage on them and went on a killing spree
i was like:

then i was going to some other guy's house, and police were like:
