Console or computer?  On some consoles, the graphics are dumbed down because the hardware can't handle it, or doesn't support some stuff, like DirectX 11, which Bioshock 2 is heavily compatible with. For instance, the entire Need for Speed series looks way better on a computer on full settings compared to a Playstation 2 of the same age. I have played Need for Speed: Undercover on a Playstation 2 with 720p resolution on a 25" screen, and it looked overly blurry and lagged, while my 2008 HP laptop with a 1.6 GHz single core AMD and a very low-end ATI graphics card can play the same game on medium-low settings with it looking crisp and smooth at 720p.

Well to clarify, it was not so much graphical quality. It was more of the graphic style that just lost its appeal to me. Every room was well lit, and a little cartoony looking in style.

I love the graphics in Bioshock.

You must be playing a different Bioshock 2 or not have a good enough computer to have good settings enabled :C
