Spinning top game anyone know it?

does anyone know of an old real arcade game where you play as a spinning top like thing and you do levels that look like they're on a pool table? and you try not to run into some things but also try to collect stuff cause I remember playing it when I was like maybe six, anyone know the name of it?

It's kinda more indie-ish and not anime  also if anyone knows of the ambient music in army men RTS it's like that

Was it actually an arcade cabinet, or was it an NES or SNES game?

It's was a game down loadable from "real arcade"

and it's for Pc don't know if it was made in the 90s or 2000+ there was also a time limit and it was not really a pool table cause it had walls in the center and it was a top down view somewhat

Yes to Google's knowledge there is non and anyway the graphics were MUCH newer
