Why does my UPnP not work?

I can't port forward because I don't know what the IP is.
It says GetExternalIPAdress failed.
I tried making a Dedicated server, also.
But then I can't join it.

You don't need to port forward, or do anything for that matter with v15
Just go into Options>Advanced (Or network maybe), and then look for a checkbox that says "Disable UPnP"

This is going off of memory, so if I am wrong please don't make a huge deal out of it.
