All my programs are "infected" and = can't do anything. I have the computer in safe mode but do not know what to do from there.

Download malwarebytes if you don't have it and scan for viruses.

Do you see popups saying you have to buy something to fix it?

If you have those, that's a rogue virus that comes from having no real antivirus and the rogue pretends to be a legit antivirus thus tricking the user into buying it.
However you should still scan just in case.

REMOVAL

1.Download Malwarebytes.
Download
2.Update and Scan.
3.Leave until the scan is complete.
4.When scan is done, press remove.
5.This may take a while depending on how many viruses you have.
6.Restart your computer.
7.Enjoy.

yes it is one of those fakes. problem is internet isn't working in safe mode

Delete anything that you installed recently.
Like, totally remove them.

Girlfriend had the same loving problem yesterday and I had to baby her on the phone like a 2 year old about this. I've had this malware twice, I did a system restore the first time, fixed it for the time being but then a month ago I was cleaning out some files and triggered it again, system restored and downloaded malwarebytes.

I had the same problem on te laptop i'm using right now. IT sais everything was infected so...
I just Made my computer Use the settings From Friday thanks to removval points.(time warp?)
Then my mom Got microsoft Security Essentials and everything was fine.

I did a restore to a day ago and it seems everything is fine now.
