I think the sand game idea would work well with that. It seems easy and they've been adding on for years. Plus that game's pretty fun.

Have a train going along a never ending train track, that you can get on.  And you have to defend it from robbers, thieves  , and the somewhat rare, red trains going the over way that shoot at you.

Or you could just have trains, to take the player somewhere fast.

I am a big fan of Roleplaying shooters but it may be hard to do.
Look at Crime craft, thats an example cool theme, good customization, fun gameplay, just what you need.

That looks like APB without enforcers and customization. But yeah that would be way to advanced to start with.
