Chat room events download.

Can someone give me a download for the Chat Room events? I think the fail reason on RTB is kind of dumb, I really need this event so I can do a TDM experiment. The fail reason on RTB is cause the rtb pref is broken I guess, how is it broken and can someone fix it and give me the download? I really really need it so I can test out my minigame-less TDM idea.
