Downloaded decals everyone can see.

Something that has been an issue for me is that I can make an awesome avatar with decals I downloaded, but I look like crap to everyone else because they see some default decal or one of their downloaded ones. Example: Some dude could make the best and most realistic secret agent ever, and I would see Jamie Hyneman wearing the Demoman's vest. Basically, If you have a downloaded decal, everyone should be able to see it, not just the people with it downloaded. So then people could say "OGM nice master chief decals where'd you get them?!?!" "-insert link here" "OGM thanks brah."

Couldn't there be a server mod or some sort of database in RTB that stores all of the decals that could allow others to see the decals?

1) This would strain the network a lot, but it is still possible
2) Idiots would go around with research and goatse as their decals. Even if it's just a tiny portion of the community that do it, it will still be an issue
