TF2 Spray help

Alright here is the deal, I can't see other people's sprays, and they apparently cannot see mine. I've used the spray settings in advanced settings and that didn't seem to work. Wat do?

Bump mp_decals up a few (it's the first thing in advanced multiplayer options), make sure r_spray_lifetime is not set to 0 either.
make sure cl_allowdownload is set to 1
r_decals 32
Delete your tf2 folder. Worked for me, I gave up trying to find specific variables or other reasons.
