Why is it that when I rotate an image it turns blurry? It's at -45 degrees, why is it blurry?

You're right, smoothly, it is a little more blurry than the original image, Paint.NET has it's flaws, anyway, you're better off using Gimp or Photoshop for animations

most stuff ends up blurred if you rotate it at odd angles, even in photoshop and paintshop

Not in Inkscape, that's why i love vector art programs :D
