For whomever can't read that horrible wording,
He's basically suggesting, like Giovan said, like in CityRP. A bit different, though. If someone builds over your build (ex. making a bunch of 1x1s and plates going over your build [trolling]), you automatically have full trust priveliges for those bricks, so you can delete them, wrench them, whatever.

I actually think this would be pretty cool, but there should be a height limit, too,  so if someone happens to build over your build on top of a giant mountain, you wont get trust for those bricks.

That does seem like a good idea for freebuilds. You could set a height limit in rtb prefs. Of course, you wouldn't want any hight limit for a map like slate, though.
