No Weapons In Garry's Mod

I had this issue on my old computer. I start a game and the only items I have are the physics gun and tool gun. I thought this was some issue from an add-on, but it's a fresh install on a completely new computer. How do I fix?

I'm 99.99% sure there is an option before you start a server/single player where you can check a box enabling you to spawn with them.

If you go to in-game>hold Q>options>enable weapons
then either restart the server or type impulse 101 in the console
