whenever i start it up, it goes to the loading screen wiith the small blue bar where it downloads things n' stuff

it stops at particles/default.pcf and stays there forever, and no progress is ever made

Look in the particles.Pcf folder and see if there is anything overwritten

Don't uninstall Garry's Mod. Delete the Garry's Mod folder (or rename it to "Garry's Mod_Old"). It rebuilds itself in seconds.
