It's not something that you can just "take out". As it's name portrays, it's "quick".

So in MW2, quick would be considered really quick due to sleight of hand pro that allowed you to scope in extremely fast

In black ops it was just adjusted, "quick" is now much slower, however, it's still "quick" because you're not zooming in and looking down the scope for several seconds.

This kind of stuff attempted in any real game would get you shot before you even made it to 180 degrees.
