Client-Side Texture Change?

Well Recently I was on Munk's Throwmod server and I noticed this epic server-side texture pack*below*

Anyways I want to know how to get this client-side so I see all the time?

just saying, i think you have to be on a server with it, or on your own server if you have it
you'll use the host's textures for bricks

You can't have them client-sided anymore. The server controls textures now.
