Click the Steam drop-down menu, click on settings, click downloads+cloud, increase approximate speed of connection.

The speedtest is in mbps, the steam stats are in MB/s.
So, divide your speedtest by 8, and it will be close to your steam speed.

A Mb or megabit is an eighth of a megabyte.
