Yeah, Windows is a pain tbh. It's expensive.

That motherboard has some bad reviews. I'm going to look for another.

From a money and operational standpoint, I'd go with some form of Linux, Preferably Ubuntu.

That's good if you can afford it, go for it.
Also you've gotta remember 2 things.
ASRock is a division of ASUS who makes great products.
People only generally write reviews if something goes wrong. People don't rush online to say something went well, but when they are mad, they do, if you know what I mean. So that's why there's usually so many bad reviews.

It's only a dollar more, I think I'm going to go for it.

I'm going to go with a Seagate Barracuda 7200.12, simply because I have two of them in my computer currently and they run great.

EDIT: Is that all the stuff I need? I'm going to rip the optical drive out of this stuffty Emachines I'm on, and same goes for for the sound card.

No, this is based off of the assumption that my mom has a loose budget. I think she will do it coupled with my 100 bucks.
