I need to get a quad core computer, and I have a few questions to go along with it, along with the fact that I need help finding one.

This is a less than 300 dollar combo pack. I figured I could use this, then with the money I get from my birthday coming up finish buying the rest of the parts. Or, there is another route...

This one is the whole PC pack thingy for less than 300 dollars. But I need a quad core, so I am wondering if I should get this and then buy an i5 to go along with it?
It also looks like I'm going to need to buy a 30 dollar PSU, too.

I also forgot to mention that it is not for gaming, yet.

the downside would be less upgrading room if you wanted to upgrade in the future.

EDIT: Looking at the motherboard, it looks like there would be absolutely no room for a graphics card in the future.

It's relatively future proof. You do have the opportunity to upgrade to say an AMD Thuban 6 core processor and overclocking as well.
To be completely future proof with AMD right now, you'd want an AM3+ board, but they are quite expensive. The new Bulldozer CPUs coming out on Wednesday, but you can always swap motherboards out when they come down in price.

Yes, that case is great.
But just remember, video card soon, if you want, because with any option, you're not going to get a decent card for your price range now. I'd suggest an HD66XX or 67XX series for your graphic design, and they are both under $100 for a good card.
