How to make decals

Can someone plz give a a tutorial and a link to the software to make my own decals?

1. Draw a decal on a 256x256 or 512x512 picture.
2. Save it to your add-on's .zip.
3. Create a folder inside your .zip and name it "thumbs."
4. Resize your decal to 64x64 and save it to thumbs.

You're done.

Still works. And use pre-existing decals as a reference on how they are packaged.
