Oh man. I used to get Romans taxi dude and have him drive me across the whole city while I start stuff. (from the top right edge of the map to the bottom left) and see if I can survive.

Now what sets you apart from the cops is the fact you have more powerful weapons, able to carry more weapons and you can just aim for a headshot.
