I'm not sure this is possible without being extremely inefficient.

The only way I can think of doing this is to modify the datablock, which would change it for everyone.

Of course, I'm not very experienced with vehicles, so I'm not entirely certain.

Unless each wheel can have a separate braking power, it would be fairly complicated to make it work the way you want.
