2.2 GHz is the bottleneck for sure. Especially if it's single core.

It is not a bottleneck. I had the same problem ages ago, there's some handicapped setting in terraria you need to toggle. Forget what it's called and too lazy to find out.
Edit: Actually listing your CPU instead of the mostly useless clock rate would help too

I had the same problem with my 6800 series. I changed this setting and it was fixed.
