I'm not sure how the whole shaders thing works really, I think something like this could work.

Kind of like the half-life flashlight.

This is not what shaders are meant for. While it may be possible, it'd be a huge, inefficient hack. If this should be done properly, kompressor needs to add a feature to light datablocks and objects to direct the light output instead of making it a simple sphere.

Well, with the update and there'll be more features, do you think he might take it as a suggestion to add?

There was a flashlight mod awhile back. I think it was removed.

There's also a torch mod on RTB that will suit your needs.

He's suggesting a dynamic shaders/shadows for player lights, not the actual mod itself.
