Not sure, if the IP is about your computer & the nation or only your computer. If its only your computer its impossible to tell, if you buy it from Canada and move to China.

ISP Means Internet Service Provider,and WI-Fi is free internet,provided bye a cafe or something like that.

EDIT:ISP means Comcast or Quest ,and WI-Fi means *FREE* Internet at Mcdonalds.

i remember kalphiter had a map of where all the server hosts were based on their IP
