Bleh, found it. Top menu bar, to the right of "Help", there should be a drop-down list. Click the button on the left part of it and select Video Editing.

Yeah, it is. I downloaded the official version, it's free. It's a "trial", I suppose, but it's unlimited and works just fine.

As I said, the trial works just fine. It's unlimited use. I'm not sure what features the full version brings, but I use the trial and it works great for when I edit videos.

the copyright laws differ when it comes to open source.
