Hey guys. I'm looking for a video editor, preferably open-source, that can run on Windows (and maybe linux).

I know some good linux ones but I need one for Windows. It should be able to:
-Convert video files (similar to audacity)
-Arrange clips (like windows movie maker)
-Add video special FX

i do know there are millions of FREE ones. but thas not necessarily the same thing

An FREE operating system where people create FREE stuff for other people on LINUX or other OPERATING SYSTEMS in which they can download the program for FREE and FREEly edit the program to their desire?

Kdenlive. On par with Sony Vegas. That and Blender.

Well, there is Cinelerra but it's Linux-only. There's also PiTiVi which is also Linux-only but seems to work under Windows with a bit of work.
