Well, I don't get what this has to do with 'not caring' but you can feel neutral when it comes to songs, yes.
You can like a song and kind of dislike it at the same time, so it's neutral.

To put it simply, if the good things outweigh the bad, you would ultimately end up liking it.

It doesn't have to fall down to one over weighing the other because it can be something as simple as a color or just a shape.
