I just bought Skyrim a few days ago and I was surprised at how easily I could take down enemies in two hits.
All of a sudden it all changed while I was clearing a mine for someone and it took me incredibly long to beat the boss skeleton. As I came out, a dragon came and I attacked him for ten minutes without his health bar dropping.

All of the humans take about 8-10 hits before getting killed.

I don't think that was a bug, I just think you found a really strong dragon.

Have you increased the difficulty level or something?

protip dragons are SLIGHTLY more powerful than humans

I know, but everybody is so hard to defeat since I killed that skeleton. The dragon't waiting for me at the enterance of the mine and I can't outrun it and it can kill me in one burst of fire.

Have you checked your active magic effects? You could have a disease or something.
