First time topic confirmation

I think on the forum the first time you make a topic in any of the Add-ons boards or Modification Discusion boards it should tell you "Warning these boards are for add-ons only if you have a suggestion or need help go to those boards" or something like that, to prevent new users from creating topics in the wrong section

first topic in every board has to be approved by administrator
thats how some other forums do it

^ doesnt work a with alot of members
