in all honesty i've never found a single tutorial useful, you really just learn by adapting elements from what you've already seen

im going to get colored pencils and stuff
and post to the world (blf)

If you are talking about hand drawn (which you probably aren't because that is so 10 years ago) I started with just watching a speed drawing on youtube and then trying to copy the same sort of movements, made some pretty neat stuff.

As someone who draws what people call anime, I would say work on anatomy first. Because what mainly makes something look anime, is the hair, eyes, and the shape of the jaw. Most of the time shows on tv have really long limbs and huge heads and or boobs. Draw whatever style you like, but some knowledge of anatomy will help you. I have been trying to get myself to study anatomy more, and when I do, I use posemaniacs.com, it's an awesome website.
