yes it's definitely the weather. the rain might be compressing the cable thus limiting the number of fairies that fly though it.

have you tried emptying your internet? unplug the cable and shake it out, you can't see the light flowing out but you've got to empty your internet.

I don't know, verizon fios seems pretty bangin. But DSL is normally garbage regardless of ISP.
