> Go to steam folder in C:/Program Files/Steam
> Delete everything except for common (or wherever your games are held) and steam.exe
> Run steam.exe
It should automatically update, and be brand new.
Don't worry, your games and friends list will be saved (as long as you didn't delete the game folder)
