Martin Luther actually gave an interesting explanation of "eye for an eye" vs. "turn the other cheek" back in the 16th century.
Basically, "eye for an eye" was meant for the rulers of the land to properly punish their inferiors (including "punishment" for doing absolutely nothing). "Turn the other cheek" was meant for the peasants and inferiors of the ruling class to accept whatever wrath their worldly superiors decided to inflict upon them.
To sum up, "eye for an eye" was for masters against slaves, and "turn the other cheek" was for slaves against masters.
