i need help learning how to draw :(

i'm terrible at drawing things, digital and traditional (paper).

how should I improve, digitally and on pencil/marker?

1. what tool should I use on PC:
GIMP
SAI Paint Tool
Paint.NET
Photoshop CS6

2. should I buy a tablet or not, and recommend me some if I should

3. what's a good art style to aim for? i want to make it look like this guy's style, but not the pixel art stuff. but that is a secondary goal I'd like to go for, learning how to do pixel art

4. if I start drawing, should I start animating? because that's been a goal of mine for a while, to learn how to animate

if you want to
most people are helped by tablets since it's more like drawing on paper

you don't really aim for an art style
most people's art styles come from just drawing
sometimes also taking stuff from other styles that they like, which isn't a bad thing at all

some people do start off drawing similar to another, but then branch off into their own style as they draw more and more
