Build public bricks

Saying /buildpublic as an admin will allow you to build public bricks. /buildown will turn it back to normal.

Why: Building areas for a large build, can use own bricks to build a landscape while people can build in a small area.

There's already one out there, but it's extremely tedious to use.

If I remember, the command to shift between building public bricks and building normally is extremely long, plus it bugged BottomPrints so they would never display properly when the add-on is enabled ( even if you're not using it )

If you want that version you can go search it, should be in the add-ons section
