Impossible.
no clue what you're talking about, planes use mouse steering

Steering is client-sided. You cannot force people to not use strafe steering for wheeled vehicles server-sided.

Planes ARE wheeled vehicles.

new WheeledVehicle()
{
    datablock = StuntPlaneVehicle;
    position = "0 0 10";
};


Set their control object to the vehicle. Done. Forced mouse steering.
