Player-Specific Duplicator Use and Timing

One of my banes in building is long-ass duplicator times. Waiting five seconds to copy something is honestly too long. It'd be useful for allowing normal players to use a duplicator every x seconds, and problem users to duplicate less frequently, or for them to lose the duplicator all-together, so this way the entire server isn't punished because some idiot spammed with the duplicator.

By default, the new duplicator (called the duplorcator) has these options for admins and non admins. But what you want is a third level, so that a certain list of people can't use the duplicator, but others can even though they are aren't admin?

Sort of. Basically, certain people cannot use the duplicator, or have an extended time limit between uses compared to others who simply have whatever preset the server is using.
