In Ancient Rome, a forum was a place were political matters such as elections or laws were discussed. (Other things could be talked about, but it was mostly used for politics.) Modern forums such as this one are use for basically anything we want and take place over the Internet.

A forum could also be used for general debate, as well as hosting courts of law. They were also used for religious affairs, and markets were also set up in/near them.

In modern times a forum is simply an open venue for one to speak their mind to others.
We use an online forum, so it's the same concept, but facilitated by the internet.

Most people know what the word forum means, so no.
