Hearts of Iron III DLC not working

So, I bought Nonnel and I's own copies of Hearts of Iron III: Complete Collection.

One problem though.

None of the DLC works for both of us, except for DLC like Semper Fi, For the Motherland, Their Finest Hour, etc..

I'm mainly just wanting the sprite packs, but I can't seem to find anywhere to activate them.

Does anybody who plays HOIII know how to fix this?

If it works like all the other Paradox games you be able to should tick them on in the launcher.

Not able to. All that appears in the launcher is;
"Check for Updates
Register
Start Hearts of Iron III"
there's also a white box that says "Select a mod to play" above it.

maybe you have to make an account, then add them to your account, that's what the key is for

also the major dlcs are gud, don't just go for the sprite packs
