You make an image, then put it into your base/data/particles/ directory. If that not what you wanted, then please be more specific.

thats what i wanted but does there have to be a script?

Yes; you have to define ParticleData and ParticleEmitterData datablocks in a script.

The first is the actual particle, the latter is the emitter which determines how a particle "spews" from whatever (I.E. bricks, vehicles, ect.)

were would i find an example script?

is there one in the bl files?

There are plenty. Check in the add-ons folder.
