How do you host dedicated servers using steam?

I've tried to do it several times already, but when I got it to launch, it just started up Blockland and the dedicated server didn't appear. I had to use the shortcut to launch Blockland using Blockland.url in the .BAT file, and it launched because Blockland.exe doesn't work.

Is this correct?:

"[insert steam location here using Blockland.url as the launcher" -dedicated -map Laser Tag

You have to download the non Steam version and use the command line.
