I don't think this is a European thing.
Or if it is, it's certainly not shared in Britain.
We use a decimal point too. 1.5
Commas in big numbers are useful though, because at a glance they let you better identify the number.
Like, 1,000,000,000 is quicker/easier to read as 1 billion than 1000000000 is.
In europe we dont use commas in big numbers. We seperate them. Like 100 000 000.
We only use commas in decimal (0,001).
And we use dots to multiply numbers so we don't confuse them in algebra.
Like 2.5=10. Because in in euro we use allot of X's in algebra. So we dont forget up with exercises like these: a.x2 (A times X times 2) and we also remove the 'multiply' dot between a letter and a number.
Or atleast thats how it works in belgium.

we do all that in america too just we use periods as the radix point (and don't normally separate out digits like that, although in some contexts we would)

in fact most of the time multiplication is shown like 4x(55y)(i) or something similar from my experience
