Force download server music?

I do not have any music accept for one file that is required to hear a certain thing but noone ever enables download music.

Is there an addon that forces the client to download all server music?

just ask them to download the music in the welcome message like wrap did

I wish this was implemented sincerely people don't really use dial-up anymore but apparently it causes viruses even though tf2/css download sounds and stuff.

I would at least be happy if download sounds/music was enabled by default, still giving the player a choice but friendly to knobs and gives them a better experience in the server.
