Visa Gift Cards are cards you can load up with money, then give it to some one and they can use it anywhere sort of like a real credit card, only it's just like carrying around a pocket full of cash, molded into a piece of plastic, my mom's bf got them for my sisters for Christmas, it's quite brilliant really.
As for buying them, you could probably pick one up at Food Lion (my mom's bf got my sisters' cards there).
