I'm not really sure what happened with it, to be honest.
It's like the new developers looked at RCT3 and thought that was a purely intentional design choice, rather than you know, being the absolute limits of 2004 graphics.
Or did they just get unbelievably lazy/roostery, and think no one would notice if they stole every single model and texture from RCT3. As well as took away some quality, as in the comparison between RCT3 water and RCTW.
