Admin-Only access to Events

I can't seem to find this, but I know it exists; I have it on my laptop. But I don't have it on my desktop. Is this an add-on, or a feature I can't find? If it's the first, please post a link to it. Not specific events, just general not being able to use the Events button.

you need System_ReturnToBlockland (from DAProgs.) if you have it, go to Server Control, under "Server Options":
