you film it
then you pay some networks/websites/magazines to run your ad

or you can cut out half of those buy throwing in a few effortless memes and uploading it to your own private+free youtube channel
or you can out everything and just stick a meme on a box and wait for the internet to spread it for you, there's no cost to that
