It's a SSHD which means that the drive basically keeps track of which files are used the most and transfers them over to the solid-state portion of the drive for faster loading. The 8GB isn't a separate drive or partition.

budgets are normally not always set in stone
if there is a vast upgrade between being able to spend $1000 instead of $750, many people would find a way to increase their budget by the $250
