300 gigs isnt so restrictive, but if you download games a lot, it can add up. When GTA V went up I almost had 500 gigs. Though, in the last 30 days I only used 160.

I see something proposed in here far more likely: put a cap, then sell them a plan capable of exceeding that cap very quickly, so they can charge for more data.

i would think it would be infinitely more scummy to do this as a "business policy." if it's out of a technical need to make sure nobody uses too much bandwidth that's at least remotely understandable. they're doing this purely for profit. notice also how a lot of the places where was implemented or tested are well-populated areas (but not the most highly-populated), meaning more customers using the service out of necessity (internet is kinda a must these days), meaning more money with little competition because the ISP business is expensive to compete in. this is 100% just to make money and the worst part is that they know it

I think they're doing this to catch/forget over people who torrent, among other very conglomerate reasons.

how bad was the speed?
the worst ISP ive used was Verizon and I only got a max of 0.10 Mbps down and even a worser up

Like only 20 to 50 Kb per second the highest it sometimes get is 334 and Verizon is auctally pretty great were I live I think but the GB plan 15$ is just too high for gaming. Otherwise it would be great.
