Faster Ground Scroll

I was wondering if anyone knows how to mod the ground scroll setting to make it move a lot faster than it already can.

This is certainly possible, as I experimented with making the water plane scroll much faster for a gamemode that stalled. I'll post the console code you'll have to enter when I can.
